Decorate Virgin Plaster ?

Hi , i've just had two walls and two cielings skimmed, Its drying out nicely :D , I will be decorating in a few days , and need some advice on how to Decorate Virgin Plaster ???
I will be papering one wall , and painting the rest as well as imulsioning the cieling, My questions are these .......

Is there any Special "Prepping" for new plaster ?
Do you have to cross line before papering on new plaster ?
Do I have to cut imulsuion paint with water before painting new plaster ?
Do I have to rub the new plaster down , even tho its immaculate ?

And is there anything else I should be aware of ???
 
Just knife off any snots and apply a thinned coat of any matt emulsion .Depending on paint you use thin at least 25%.Dulux supermatt is ideal for new plaster and is £32,00 for 10 ltrs at B&Q
