Derating cable when covered in insulation on 3 sides.

If you have a twin and earth cable 2m long that is clipped directly to a solid brick wall with a metal capping over it and around 50mm of insulation is then applied to that wall how much should the cable be derated by?

I can see that if it's completely surrounded then the factor looks to be 0.5 and I can see some other references to it being derated but not by as much but I can't see where it officially says that.

I'm interested twin and earth in a 2.5mm2 for a ring main and a 10mm2 cable.
