Difficulty Bringing Water Supply On

Guys,

Switched off supply to solve overflow from header tank and clean up ball valve but cannot bring supply back on when turning stop cock [internal] on. I'm assuming that the thread or something has failed in the tap.

Is it possible to get an airlock in a mains supply? I didn't think so?

No chance of an airlock.

Its quite common for either the washer to jam on and keep it closed or for part inside to shear.

You just might be able to undo the outer part and withdraw the head and see whats going on. As this might get you wet it would be better to try turning it off upstream first if you can.
