Dirty, dusty loose insulation.

In the plans for our loft conversion, between the old / new joists it states to "Leave 100mm insulation as sound quilt"

No problem with that.
But theres no mention anywhere of the blown in insulation that is also already up there between the joists, underneath the normal rolls.

Should this (ridiculously) dusty stuff be removed? Or ok to leave as is??

Leave it. It's added insualtion and as you say it is very dirty which would make the unnecessary removal fairly unpleasant.
