Looks like a cowboy job to me. Rad is hung to low. If it was at standard height then pipes would be on the wall and not the skirting.
If I was asked to diamond cut floors I would add £200 +VAT per room.

You can be an amatuer and surface mount your pipework or a professional and bury it.
( looking at some of the images of pipework on this forum recently it would certainly be better buried and hidden....... lol

Tracking walls or floors is no big deal. Specilised firms do it everyday and are very competitive.
