Do building control sign off permitted developments?

As title suggests? I bought a property that had an extension built about four years ago. It didn't require planning permission as it falls within the permitted development rules, a certificate was provided to this effect. I'm curious as to whether building control would have signed off the works. There's no problems come to light as yet, but the finish is shoddy at best.
 
The two concepts are unrelated. If the development met the threshold for Notification (as it existed at that time) then it should have been 'signed off'. Whether it met that threshold, and whether due process was observed, are other matters entirely.
 
The chances of an extension not requiring Building Regulations approval are pretty slim.

What did the vendor say on the questionnaire about whether any notifiable work had been done?
