do i need planning permission to move access strip?

I own the free hold ( initially leasehold) to my property. on that freehold there are two sections of garden split by a access path which allows 2 neighbours to get their bins from gardens to front . This path does not go any where else . i want to move the path to the edge of my land ( still completely in the area on my deeds and still access to the 2 houses ). This would allow me to fence the rest of my land off as private garden . Currently is laid to lawn but not maintained as its ruined by local youths riding bikes / excercising dogs on it.

would i need planning permission ?
