We're not geared up to do things like this. They may not have full paperwork available to prove they're brain surgeons and even if they did the NHS trusts that employed them would be breaking the law to employ them.

It takes a brave person to knowingly break the law to help someone else, it'd take half a dozen or more of those brave people, who just happen to be in the right places to enable it and that would be astronomically rare. Add in the fear of making a mistake and accidentally allowing someone pretending to be a real doctor or with unsafe methods to practice...

In theory it could happen, in theory it should happen. Boris said that they'd cut the paperwork for retired doctors, that seem like a start but I haven't seen if it's happened.

Reminds me of my BIL. He was an air traffic controller of over 30 years experience. In 2019 he was off work for a while with a kidney complaint. In order to return to work, he had to accept being taken off front line work, take a desk job and retrain. He took early retirement as you can only be a frontline ATC until 55 anyway.
