Does this need to be levelled?

I am near the end of laying my laminate and realised that I have a squishy spot about 0.25m2 on the edge on the laminate near the window. I immediately lifted up the boards and found the air pockets of around 2mm in height and 3 mm at the underlay folds. Does this need to be levelled with a compound? My next step is to replace the underlaywhich hasn't flattened for some odd reason
