behind the pan is a 15mm pipe with a drain plug on the end,the feed to the cistern also runs off this pipe,if i turn the rising main off will this isolate that pipe?and what is the drain plug used for

Maybe, check the cistern supply is off and it should be ok

Your toilet could be fed by mains water (Stopcock would isolate it) or from the water tank in your loft (if you have one). as denso says, turn the stopcock off then depress the toilet fill valve to see if any water enters the cistern.
