There was a fan fitted in the ceiling but its noisy so I got a new one.

The issue I have is that there's no ducting in the ceiling for the fan so its been venting into a small volume of ceiling void. The WC has an opening window but I'm not keen on having the window open during the winter.

There's a vent duct that runs from the kitchen hob, through the garage attic to the external wall. Is it permissible to route a vent pipe from the WC into the garage and pipe into the hob's duct?

Permissible, never heard anything saying it can't be done. Preferred, maybe not, there could be the potential of smelling the kitchen extracts in the bathroom.

I wouldn’t do that. The smells from the kitchen will end up in the cloak room and worse vice versa

Add another duct through the garage is the best idea

as others have said you will get cross contamination of the two air spaces, either run a new duct or a flexi hose
