Draining down c/heating system

Hi

I was hoping someone could help me with a problem i've got. I'm working on a central heating system at the moment and trying to fit trv's to some radiators. The problem i'm getting is: 1) The first floor drains down without any problem but the ground floor doesn't? Any ideas?

The system is fully pumped heating sytem with an air seperator. there are two two port motorised valves, one marked heating the other marked water. I'm assuming the problem is that I need to open this manually? If thats the case do I need to turn the power off or can I turn the heating controls off only?

Its in a two story house. Can anyone help?

turn the heating/hw controls off on the programmer so the system don't fire up.
open the valve to manual position..

thanks for spedy replies! Ok. The drain off is on the ground floor in the kitchen and have used this to drain down top floor rads. However when I checked the downstairs rads they were still full of water. I'm thinking that the 2port valve needs to be turned to manual. There are two 22mm pipes in hallway with an additional drain off at the base, but i believe these are the main flow/return pipes from boiler to upstairs and rest of system. On my profile ther are pics of the system i'm working on.

The drain off at the bottom of those 22mm pipes will drain the downstairs rads then. It wont hurt to manually move the valves across and latch them open.
