I would like to drain my hot water tank for relocation purposes. unfortunatley I do not have a drain tap fitted. What can I do ?

And suck hard on the end of the hose, get a mouthful of water, and once the syphon starts loose end into bucket - let the water cool down or it's a visit to casualty scold unit and for weeks afterwards people'll think you've got a herpes infection. Or get one of those cheap electric drill pumps, there great for doing this.

If you have an out side tap I always just fit drain hose to this then turn tap on to fill hose to hw cylinder. When it is full take hose off tap and water will drain sucking water out of the cylinder by syphoning.
