DRIP CAP ON GARAGE HAS 120V

there are four circuits, i have found which one is causing the problem
but after checking all outlets and lights, i see no problem
any ideas on how the current is getting there

You have posted in Electrics UK

The UK is a collection of islands just to the west of France, Belgium, Holland and Norway, which are on the European continental mainland.

We have different conventions for electrical installations.
 
I'd beg to differ, if this was a UK problem then we'd be looking at how the hell 120v was appearing and start looking along the lines of floating earths etc, but with you being in the US, I believe your system is 120v to ground on all phases? (its 230v here)
