Dripping Overflow

I have recently had a downstairs shower fitted.The plumber moved the original overflow out of the external wall from downstairs to upstairs.It now appears to be constantly dripping, judging by the water collecting underneath.I have been told the stopcock needs adjusting.Is this true and is it an easy job? Thanks
