Dropping suspended timber floors in new build....?

Hoping someone may be able to help through knowledge &/or experience....

Two years ago, we bought a new build property from a local developer:
- 3 floors: 2 suspended timber, 1 solid, all have wet underfloor heating
- Kahrs engineered wood floor or tiles throughout
- property has BLP insurance
- developer has wound up his company

We have noticed over time that the middle and top floors have become significantly uneven. with gaps up to 18mm between the floor and the skirting boards (see pics attached).

BLP refuse to cover as state it is not structural. Desperate to resolve but need sensible advice.

You need to find out why the floors are sinking, and that will tell you whether it's structural or not. To do this you will need to instruct a surveyor or structural engineer.
