dry laying terracotta tiles

I have some lovely, hand made, heavy terracotta tiles which I wish to use in the garden to make a patio. I'm told I shouldn't wet lay them and I should make a concrete base then dry lay them instead.

q1. What sort of mix should I use to dry lay them on ?

q2. The patio I had planned is on a slightly raised level. Does dry laying them mean I can't do this, would I need to secure the edges somehow ?
