Drying out flat roof

I've got a flat roof (reinforced concrete) with a tear in the seam of the felt - I think it's going to need patching rather than painting over - roofer was booked but has let me down several times now so going to try myself.

But my question is - how long do I need to let it dry out for? We've had a lot of rain recently and I wondered, even if I wait for the surface to be dry, there might be water sitting trapped under the felt - will this be a problem? i.e. do I need to wait for a really warm dry spell?

Apparently Acrypol will allow water vapour to evaporate out
