Dual-flush toilet - Very weak flush & whistling noise

Hi,

I have two identical dual flush toilets (before I moved in). The downstairs one is fine, but with the upstairs one the flush (even for number 2's) is very weak, it doesn't even manage too remove urine entirely. It's a dual push button flush with the button on the top. How do I fix it?


Also, there is a loud whistling noise (progressively less) as the water is refilling after a flush. I think it's coming from the floating mechanism which prevents the tank overfilling. Any ideas?

Is the water filling up to 6 litres in the cistern?

When you flush after a Number 2, do you hold down the button?

I don't know if it's 6 litres or not, but it's filling just below (a few mm) the water level mark, which is marked as SLPF/1 and then some other word but I can't read it.

And yes, when I flush number 2 I hold down the button for a few seconds.
