duel cistern sticking

Hi, when I flush with the big button on our cistern it doesn't pop back up so never fills up unless you press it a few times for it to pop up.
Is it just sticking and needs some wd40 or is it a bigger problem?
Had a look underneath and it looks a bit scarry
