dusty walls on skim

Hiya, I had my walls skimmed about 2 weeks ago and want to put on a first mist coat either tonight (doubtful) or tomorrow. The walls seem very powdery, ie my hands come away white if I run them across the wall. Shall I wipe them down with a damp cloth, or will they be ok to paint straight onto?

Also - expandable foam!! hahaahahahaha, just filled in the gaps between the walls and my windows - oh my merry God! That's all I can say.

Make sure you dilute your mist coat by about 25%. That's the idea of the mist coat - to take away the powdery finish.
