the wires you found are for "cross bonding" they are NOT obsolete and you should put them back on the new pipes
New regulations say that supplementary "cross" bonding is only required within bathroom areas (ie, between all metal work, bath, radiators, sink and now including circuits, shaver point, shower unit, light etc).....but as breezer said....if its there...put it back on...

Better to have them bonded together unnecessarily than the other way round.....
