Eaves height question for single storey

Hi all not sure this is the right place but can anyone ad use me how the height of roof lantern is measured against the height of the extension. Is the overall height of the extension measured from ground level to the peak point of the roof lanterns or to the base of the roof lantern. PD guides talks about 150mm off the flat roof but this is for skylights and roof lights. Just need to know for my PD application on what height to put down for the overall height.

the measurement should be from the highest ground level alongside the extension to the peak of the roof lantern.

Thanks. And under PD my understanding is the max height of a single storey extension is 4m with a flat roof?
