OP, you should set your boiler to a min of 10C above the hot water thermostat set point, normally 55 C to 60 C.

Then to speed up reheat you need to reduce the anti cycling time set on the boiler to the minimum of about 3 minutes.

Otherwise the boiler gets up to 70 C and turns off for 10 minutes or whatever long anti cycling is set.

As David says the turn down ratio is very important.

So is not oversizing of the boiler. You have not given us any information on this but I suspect your boiler is very oversized.

Just as a side question.

On this boiler on start up: it start on full power for 10/15 seconds - reduces power - and then go on to the full burn. Does reducing d0 reduce the power during this initial power cycling phase?

So if you have 20kW set on d0, at no time during the initial burn and full burn cycle does the power go above 10Kw?
 
No, boilers need to run upto about 70% power in this case to ignite, then software makes it go to full, depending on the age of the boiler, newer models and replacement PCBs have a software change apparently to stop them going to full straight away.

but on a 28kw, even set to 10kw, it will still need about 20kw to ignite,only after its ignited and done its purge checks will it then modulate to the set 10

OK, I was thinking that reducing the d0 would stop this initial purge from producing so much heat that it causes the anti-cycling to kick in.

The way boilers ignite needs a higher power setting. Once lit the power can be reduced. But Vaillant in their wisdom ( or not ) have decided the boiler must stay on high power for many seconds.

For most applications where the boiler is correctly matched to the load that is not problem.

So what is your house heat loss?
