ELCB fitted in a CU

I was reading another post on here & if a voltage operated ELCB is spotted in a CU it should be treated as if there is no earth to the property. I've noticed my mum has one of these. Can it be swapped for a RCD ?
 
No its not, so might have a problem finding one to fit. Cant remember the make either. I'll look into it.

Not sure I've seen a voltage operated ELCB that fitted in a CU... are you sure this ELCB isn't a current operated ELCB in which case its an RCD by another name!

(A voltage opperated ELCB will have the earthing conndor connected through it, a current operated type or RCD (obviously) doesn't
