Electric boilers, replacing cold water storage tank

I have a small 30 yr old flat with a huge cold water storage tank and an immersion heater. There's no gas supply and space heating is by electric storage heaters. I'm thinking of:
1. getting rid of the cold water tank and feeding the bathroom cistern and taps direct from mains
2. replacing the immersion heater with an electric boiler
This would free up a lot of space and also eliminate the irritating sound of the tank filling up after every use.
BUT......I'm told that building regs may prevent me doing this and that electric boilers are unreliable and costly to run....... Anybody got any advice/views please?

They do not make domestic electric boilers to heat water like a combi does.

You could have an unvented cylinder with an immersion. That would free up cistern space and be quieter.

Probably installed cost about £1200-£1800.
