Electric oven terminal block

Hi,

After some advice, answers gratefully received.

Changing out electric oven like for like, but this terminal block seems to have the screws covered, so that they can't be removed to enable the wire to be inserted.

Is this a safety mechanism, or am I missed something else, or bad manufacturing where I need to just work the screws past the plastic ?

For reference I think it is this, different blocks

 
They are 'captive' screws as can be verified by the plastic surround above the tops of the terminal screws. This arrangement is to prevent them falling out when undone too far.
