Electric shower problem

I have an electric shower which has suddenly stopped heating the water. I have checked everything, that I can, inside the unit and get all the continuity’s and resistances that I would expect. I get 240v when the pull cord isolation switch is on. Obviously, I cannot check the supply on load, although power must be getting through otherwise the solenoid valve wouldn’t let water through. Now this might be a silly question but, is it possible that the voltage, or amperage, being reduced within the switch, although I’ve no reason to think this as the neon light works.
 
It could be the thermal cut out on the heating element or the element itself. Consider whether its worth replacing the whole thing given the cost of spare parts, even assuming they are available.
 
It's not unusual to get an overheated cable in the isolator switch if that is what you mean. Especially the neutral core for some reason. Worth checking if you have not already.
