Electric tank water heater leaking rust

Good morning everyone. Does someone know is my INSUATHERM 150 L unit operating under pressure or without pressure? This is my unit after 11 years of operation (without maintenance - I wasn't aware). It's leaking rusty water in drops. Is something missing or incorrectly installed? Could one electrocute themself in the shower under these conditions? Could it explode now?

The rust with probably be water leaking into the outside case and it's the outside case in mild steel rusting up. May need opening up to check it out, if they can be.

Not sure whether it's unvented or not though, all the MI stuff is in Portuguese. Time for a local Portuguese installer to come in to take a look methinks
 
It's hard to find a licensed plumber on a remote island in the Azores as most professionals simply do not show up. That's why I consider DIY (DIM), which is very hard to receive correct and complete advise how to do it.
 
It's almost certainly a mains pressure unit and it's almost certainly knackered I'm afraid.

On the plus side it's extremely unlikely to become dangerous it's much likely to trip the electric supply first
