Electric Wiring beneath Toilet

I rent a house from a local farmer and whilst doing some work in the bathroom, I had to remove part of a floorboard. Running from the wall against wich the toilet is fitted run a number of red insulated wires, (directly beneath the loo) which I suspect are the ring mains for lighting and sockets.

There is no electrical bonding anywhere in the house. Is this legal? I have also learned from the telephone engineer who did the wiring that it is a botch job and would probably be condemed if inspected.

Who should I report this to?
 
I'll answer the last quiestion first,
In the first instance notify the person you are renting from (The Farmer) that you are concerned about the state of the electrics and you feel that an electrician needs to look at them if you are to continue renting the house. it is a requiremnt by law that these are checked out - inspected and tested before a person rents a property.

If no bonding is present it is unsafe and needs to have some in place. If you can see bare red wires as you've stated it sounds a little strange to say the least. It could well be part of a three phase supply if it is off a large farm either way an electrician needs to have a proper look and further investigations need to be made.

Nah although i believe the landlord is responsible for the safety of the wiring. Not a law that it has to be i&t'd before rental.

Nothing in principle wrong with wiring under a bathroom floor although 'red cables' doesn't sound very good. How about a picture or two?
