hello
Is it ok to have the electrical supply for my boiler connected to the same insert in the consumer unit as the lights for down stairs.

No. Although your boiler only has a 3 amp fuse it should be running from your sockets ring main.
 
Do you not have any spare ways on the consumer unit?

Best practise is to have each circuit on its own Mcb.


Although;
If you have a dedicated boiler supply, (providing the cable size is large enough) and it is protected by a 6A Mcb, this Mcb could also run a seperate circuit, for example lighting/second boiler.
(although you would be limited to approx 3A loading)

End of the day better to increase the size of your consumer unit
 
It is OK if the radial is in 2.5mm but not good. You cannot put 13 amp outlets on 1 or 1.5 even though your boiler doesn't require the 13 amps some future user may connect something bigger into it. It's a bit like gas pipesizing, you have to pipesize for the maximum boiler output even if it is range rated down.

If there isn't a spare way just spur the fcu off the ring.

The only circuit you cannot share with anything is the immersion heater.
