Becuase its a ring circuit as opposed to a radial one, there are two paths the current can flow down, in a fully loaded, but perfectly balenced ring there will be 16A on each section of 2.5mm², but because things arn't that simple in real life, in a ring circuit the cable should be rated to 2/3 of the overload protection, 2.5mm² T&E has a rating of 22A in the situation its likely to be installed in a house, rising to 27A in free air.

This is why broken rings are a bad thing™, especially if the break is towards one of the ends

But in the special case when the first thing that 2.5mm cable meets after the 32A breaker is a 13A fuse, and all things downstream are fed tthrough it, then all is well again, as the total load cannot exceed 13A, and the breaker is only providing short circuit protection. .... this is why a fused spur can feed 5 sockets and a light fitting in conservatory, and be fed in 2.5mm. It may have been the original installers intention to do this. However, I'd be happier if he had 4mm SWA or similar of the 32 breaker. To make it more conventional I'd suggest he change the breaker for a 16a one. Under block paving the Tand E is really not very likely to be disturbed, so unless you are in the habit of drilling into it, -just replace it if or when you redo the drive.
