Shouldn't think theres much to an electric hob, time to get your screwdriver out and post a photo of the underside after removing the necessary access panel/plate.
Seems odd both right hobs not working, did they fail at the same time? Wouldn't think there is any common component to both, 4 separate hobs each operated by separate dials/live feeds. Possibly thermostat, perhaps one for each side of the hob.
