we are having our bathroom extended and part of the new extension has a double socket,can that just be blanked off?

Yes.
If it will be more than 3 metres from the edge of the bath and/or shower AND it is protected by an RCD AND other conditions are met it could stay.

You can replace it with a blanking plate. If there multiple cables in there they'll need to be joined, and the circuit retested.
