Emulsion on bone dry walls

I've been painting a flat in docklands and even though the walls had previously been painted with emulsion they are sucking the moisture out of the paint so fast that it's drying like sandpaper. Will be sanding them flat and was going to seal them with a pva/water mix before painting again. Any other suggestions.
