what's the problem? they go from a nice cosy all your maintenance looked after council pad with a new kitchen every 5 years or whatever non sense there is going (and a friend of mine swears by his council house) on to having to join the private rental market, there are deals around now that take care of the deposit - but you have to deal with a private landlord instead of politically correct council.
if i break the rules or laws then i expect the authorities to come after me and punish me (by depriving me of my hard earned assets and money) this motivates me to toe the line pretty much. just because someone is living off the social rather than their own sweat and effort it doesn't mean they should not be accountable for their actions or lack thereof.
my grandparents paid the rent on time every month dead on time and were in fear of the council should they ever be late - they looked after and respected their rented property - same can't be said of the current tenant - it's a dump now.
