Currently have the house being dashed, builder is concerned because an internal corner expansion joint has been ignored and scratch coat now covers it [eml behind] should I re-instate? Plasterer said he always does it that way?

An expansion joint is there for a reason. The builder should have a word with the plasterer. Better sorting it out now rather than ignore it and get expansion problems/cracking later.
That's what I thought, plasterer doing a fair job but seems limited in experience, though claims to have been doing job, 20 years.
