Extending commercial building without PP

I was told lastnight that an article published in a magazine mentioned commercial buildings can extend up to 25% without the need in obtaining PP. I have never heard of this before. Have you?

Apparently, the article was published around April 2010 :?
 
GPD order 1995. (latest issue 2010 - stat instrument 645) Like domestic PD there are limits and restrictions and allowances for conservation areas varies. I'll be honest, I only know the details because I am currently working on a small extension to a hospital and had to look ot up in the last 3 or 4 weeks.
