exterior painting of slate hung elevations

Good Afternoon

This is a variation on an earlier thread but I think slate brings it's own problems

I am just embarking on redecorating the exterior of my house. It is old and slate hung on 2 elevations. I am now scaping out any loose cement between the slates and flaking paint on the slates. There will be a lot of bare slate. There are the remains of at least two previous coats.

Two questions: How would you recommend painting the slate? Primer? Stabiliser? I intend to use a standard exterior paint like 'Weathershield' on top unless anybody knows better.

Secondly, what mix would anybody recommend for replacing the removed cement 'grouting'
