Exterior plastic columns

Hi,been asked by a neighbour to paint a few columns at the entrance to his house (porch) They are currently painted with what looks like white emulsion,in a bad state,will need lot of prep work,but my question is what to over paint them with?I think they are plastic construction,but have numerous coats of paint on.Initall thought was prep,oil based u/c ,2 coats gloss (white) any suggestions.Quite exposed to the elements up here too!!
