Can these be fit externally? Also does A1 rated mean it can be fit below the flood level of the basin?

Yes and Yes - A1 rated anything up to 1m below the highest spillover level it serves.
Do be careful though, these approaches are great on paper but can sometime cause problem in real life. Also be careful that the drain is properly vented to atmosphere and you are not restricting the only vent.
