Are there actual building regs that state front and back external doors to a house should have Ground Level flush with interior floor level? I have seen some references that indicate this, but it would seem at odds with building regs pertaining to keeping 150 between dpc and ground level. In particular, where patio doors can be several metres long i imagine the regs would expect that 150mm not to be breached. Is it ok to have a step down from house to GL?

It is a requirement of Part M 1.14 which says the principal private entrance must be an accessible threshold (or a secondary entrance if the first one isn't accessible - needs steps etc).

Then Part C has guidance on how to achieve compliance with both Part M and C. Basically have threshold drainage and slope away. A canopy is good idea too. A well installed DPC is usually enough. On old houses you can leave a 50mm air gap and cantilever a slab to close the gap to the frame.

Of course you don't have to retrofit any of this - it is for new build and Part M doesn't apply to extensions. You can only not make the existing situation worse.
 
Part M does not require the floor and external level to be flush, rather it requires that there is no protruding threshold for wheelchairs or other disabled persons to step over.

There is actually no requirement for external ground levels to be 150mm below DPC.
