External Paint Peeling

The top coat of external paint on my concrete window sills is peeling.
About 5 years ago we had it painted. The decorator applied what looks like white gloss over the previous coats (which looks like black gloss). Not sure what (or if!) he prepared the surface with.
Over the years the white coat has peeled from time to time.
After I have scraped of the flaking top coat:
1. What is best for preparing the surface?
2. What is the best paint to reapply?

The paint will normally peel if it has not bonded to the under lying surface. If possible get back to the concrete and start again. If not remove as much flaking paint as possible. Rub down the whole surface and give it a wash to remove any dust, preferably with sugar soap solution incase there is any greasy residue. Prime the whole sill with a diluted pva and allow to dry. This will seal the concrete. Recoat with exterior gloss or tile paint. Should be good for a few years.

Gloss paint will peel if painted onto concrete. Full stop.

You need to remove all the old paint then paint with a masonry type paint as this will 'breathe'. Gloss paint will not breathe so will just blister off.
