External walls

Ive been told not to dot'n'dab directly onto external walls (Ive had a problem with damp due to broken gutter, sorted now) without applying a sand & cement course?

What are your opinions? Just trying to stick to a tight budget, but want the job doing proper.

If it's single skin then definately not a good idea but oherwise it's OK; as long as it's fully dried out & you don't still have a damp problem.
