Extractor fan and open flue

I am fitting a toilet and basin in a small cupboard with no external window.

The Building Control officer has said I need an extractor fan (do I as there is no bath?)

In the bedroom next door I have an open fire I rarely use, by building regulations will I need a vent in my bedroom, or will it be ok as it is technically another room?
 
You would need an extractor fan in the bathroom. You would need an airbrick in the bedroom.
