Fan in oven by the element won't move

Hi, have an Ignis oven, I just changed the element and it is working, however the fan by the element doesn't move, but there is air moving around inside the oven, i.e. it seems the fan in the oven is working but the one by the element won't, is this normal? if not, what do I need to do to get it moving?

If you have a supply to the fan but still no action then it can only be the fan motor itself
