Does a toilet in a new extension ( being built in the next 2 months ) require an extractor fan, even though it will have a window that opens?

are you going to open the window for 20 mins after every "visit", and rebember to close it again even in the middle of the night?
and how much heat do you think you'll bleed into the cold, cold night and have to pay to replace?
