Fast fix for artex cracking in bathroom

The bathroom ceiling in my rented house seems to be covered in artex and it is starting to crack.
Can I spray Zinsser 123 over this ceiling to encapsulate it (before being fixed by other means) and avoid being exposed to asbestos or will it create other issues?

Condensation problem softening artex.
I use coverstain to create a water barrier then emulsion after 3 days.
Coverstain smells strong for 48h though.

Really wants removing and skim then it can be patched ect. Atrex will continue to soften and create a problem
