There should be an internal stop tap where the supply enters your house.
This can be often found under or near sinks or in the cellar.

You are on a shared mains, you would have to contact your water supplier and enquire to have a new supply to your property.

Sometimes asking for it to be metered will get it done at no cost.

Asking for your own supply can be quite expensive.

Could be much cheaper if all three do it together.

Whats between your house and the street stopcock?

My house has a supply from next house's kitchen at the back!

Having a new service pipe installed could be an option.
Recently in some areas, the water supply undertakers have took responsibility of the water supply beyond the point of the external stop tap, so you may be lucky and you maybe able to ask for your service pipe to be replaced/updated.
You best contact Yorkshire water http://www.yorkshirewater.com/contactus

I heard through the grapevine that United Utilies have been told they are responsible for the water pipe and wastepipe the point of entry into a property. Not sure if there is a start date. This info comes from a UU plumber/waterengineer/man who flicks switches in the main water stations when tights clog them up.

And that this is a national/goverment thing. Perhaps it is the same in your area
