Finishing a concrete floor

Hi all,

Im in the process of installing a new ground floor concrete slab in my 1850's house. my plan is as follows

100mm compacted hardcore (MOT)
50mm blinding sand
1200 gauge DPM
50mm colotex insulation
150mm C30 concrete

I will then be laying an floating engineered oak floor over insulating underlay.

My questions are:
1, can I get away without having a screen and just floating the concrete so it is as smooth as possible?
2, can I run electrical cable through the concrete without any conduit?

Halve the depth of blinding, increase the depth of insulation, decrease the depth of concrete, the thicker it is the longer it'll take to dry out and 100mm is sufficient for an internal floor.

With the depths you propose, having taken my suggestions onboard you can bin the celotex and get 120mm eps (jablite, polystyrene) for about the same price, and will satisfy regs (and your feet!)
